I have a scatter chart which was displaying perfectly on Power Bi Service. Yesterday evening I made minor changes on other visuals but on Stacked chart and re-publihsed it. Following is happening to a Scatter chart.
1. Header and titles are visiable but header includes includes up/down arrows of hieriachy as in matrix visual.
3. There are no hidden visuals as I checked the View>Selection.
4. I tried with General > Properties > Advanced Options > Maintain layer order as 'on' and 'off'. Results are the same.
5. I replaced the Scatter plot with bar chart wihtout making any other changes and republihsed in Service. This time Stacked Bar charts do display correctly.

New Update on above issue:
Following is the message my manager end-up sending to our team.
""Team,
Since yesterday we have received several reports of Power BI service not working properly. In some instances browser remains blank after login. In other instances some visuals are not rendered properly reports.
This is happening intermittently and only to some users. We are working with Microsoft to find the root cause and fix it. One work around/solution to fix this issue is to clear browser cache. Please use following instructions to clear you browser cache if you are encountering any of the above mentioned issues with Power BI Service."
It did resolve the immediate issue. However, my Decomposition Tree' was was not displaying properly even after clearing up the cache. I recreated the visual and re-publish the report and that resolve the issue.
This issue does not seem to be related to a single PC.
I hope this helps to investigate further.
Looks like your PC ran out of memory. Can you reproduce the issue after a PC restart?
