We recently started to experience this as well (last couple weeks). It wasn't happening before that. I don't think it necessarily relates to being in a workspace beforehand as it happened to a user who doesn't access workspaces.
We are prepping for a rollout to 18,000 in a month so I hope it gets resolved soon!
