Unable to load the model

Hi,
I published an App that uses an Azure SQL database. And have an on-premise gateway installed and it shows it is running and has a valid connection. 
I have a group of users who receive an "Unable to Load Model" error message.  Another group of users has no issues with the same report. All the users have Member permission. Is there any solution to resolve this issue?
