I have some problems with load my report in PBI service. I have a Pro Licence. Nevertheless the administrator and creator of the report who has a premium account can see the report on the web.

The administrator and creator of the report who has a premium account can see the report on the web,but you cannot,Pls check the role in workspace.It is not possible to access the reports with pro license, but you need to have read access to the reports as well.
Generally speaking, if it is a simple report sharing, the permissions of the dataset are set by yourself when sharing, but if the user is granted access to the workspace, the permissions of the dataset will be automatically defined according to the access of the workspace.
If you don’t want users to modify or create your reports, you can change user access to 'viewer'.
