Unable to disable persistant filters

I have saved and reuploaded the report multiple times after disabling the feature.  When I download it, it shows that the feature is disabled, but users are saying that the filters are retained acros...

    Hi, mopowerbi 

    After testing, disabling persistent filters and publishing works fine, the browser does not retain the last filtering behaviour. When you disable persistent filters and publish, make sure that the Persistent Filters setting on the Service is disabled.
