I have saved and reuploaded the report multiple times after disabling the feature. When I download it, it shows that the feature is disabled, but users are saying that the filters are retained across multiple browser sessions.
Is this a known issue? Im seeing an old resolution where you can disable the feature in an additional menu from the online service but it looks like that option is no longer available.

Hi, @mopowerbi
After testing, disabling persistent filters and publishing works fine, the browser does not retain the last filtering behaviour. When you disable persistent filters and publish, make sure that the Persistent Filters setting on the Service is disabled.
