The organization I am working for has a P1 capacity, and there are 8 of 16 cores used.
When I try to change the capacity size to P2 I get a message 'The capacity size for <our capacity name> was changed'.
However the capacity remains P1, even when all cookies and browser is cleared...
Has anyone seen this problem before or should we be raising a support ticket?

As per the documentation link below a P1 has only got 8 cores. I am not sure why you are seeing 16.
That could explain as to why you try to upgrade and it is not upgrading because to get 16 cores you need to have a P2 Subscription.

Yeah, we have bought a P2 subscription that's why we have an additional 8 cores available. It just won't let us upgrade the capacity...
It's not.. we have 1 x P1 capacity (8 cores) - and 8 cores unused.
We want to change the P1 capacity to P2 to use all 16 cores..
We've opened a support request.. this capacity was manually moved by Microsoft support in the past so I'm not sure whether that might be causing the problem
