Unable to view pages,filter pane and many options(File, Export, Share,Chat in teams, Edit) after publishing to Power BI Service.

I have the same issue and, in my case, notice that it occurs in reports that doesn't have any placeholder elements. As a workaround I inserted a blank textbox in the report.
