URL filter with workspace group permissions
First off, I've been able to get the URL filter to work within a workspace when the user is a member of the workspace group. If i "share" the workspace dashboard with another user it seems like it's redirecting back to their personal workspace (which makes sense). When this happens the report shows fine but the filter is dropped from the URL.
Being a member of the workspace group, this works perfectly

Sharing the report; user isn't member of the workspace. Redirects to this link. Drops filter.

I can use url filter in group report which other user shared. Can you ensure they have edit permission?

Xiaoxin ShengI had a similar issue in the Shared Workspace where Power BI would drop the filter from the URL. However, if the user clicked on the back button on the browser, the report filtered as intended.
A bug was accepted by the PowerBI team and a fix was put in place. It is scheduled to be rolled out end of this month. I am guessing this fix resolves your issue too.

In this workspace we are sharing out dashboards to individual users, that can only view. Only workspace members can edit. But I think I found my answer and will move on. I believe you are correct that only editing members can use the URL filter. #unfortunate.
