URL Not Displaying Image on Paginated Report

I have a table with ID and ImageURL. In Power BI Online and Desktop, I am able to view the pictures since the ImageURL has the Data category of Image URL. The link is not behind a login screen or anything. I can paste the link into Chrome Incognito and it will come up. When I try to insert the image on the paginated report, I get a little red X. If I insert it as just a URL, I can click on it and it will take me right to the picture.

 

Does anyone know how to get dynamic URLs to show up in the Power BI paginated reports?
