Helper IIm not convinced yet on the point you have made with Admin API, Im not sure I fully understand but the documentation says you need tennet level admin to do this.
The user must have administrator rights (such as Office 365 Global Administrator or Power BI Service Administrator) or authenticate using a service principal. Delegated permissions are supported.
This would not be that ideal when the 365 global admin is not responcible for Power BI Report management.
