Transfer measures from Power BI Report model to Fabric Semantic Model with free tool

Dear All,

We would like to migrate to Fabric. But there are a lot of existing reports in Power BI with hundreds of measures. We are thinking how we can move these measures from report's models to Fabric Semantic layer. Is there any kind of free solution to for mass transfering of these measures? If I am well, it isn't possible with free version of Tabular Editor, because the Fabric. Is this information valid?

what do you mean by Fabric Semantic layer ?

do you mean default semantic model comes with warehouse or lakehouse?
