Similar issue faced here. Some (not all) reports are not showing the tooltip page correctly. Normally it shows up correctly on first instance, but when user applies a filter the tooltip becomes the blurry 'loading tooltip page'.
User needs to unselect and reselect from a filter again then the tooltip page shows up. Everytime the user has to do the same process in order to seeing it.
