Tiles on Dashboard have wrong values when refreshed

I have a visualisation in a report using the Card Visualization.  When I pin this Card to a Dashboard it has the correct value, but, when I refresh the Dashboard the card takes on a new value that is both wrong and I can't work out how it is determined.

The value for the card is from a measure, the DAX for the measure is:

In my test scenario the formula should return 0 regardless of any slicers on the report.  When I refresh the Report, the card keeps the value of 0.  When I refresh the Dashboard the card takes on the wrong value of 3.
