There was a data source access error. please contact the gateway administrator.
the server is not under any domain we have a domanin account where we are publishing
([email protected]) using this powerBi account we publish our report. Our sql server
which not under domain but work group have SSAS tabular model where we deployed a Data Warehouse using local admin user (sqlserv2019\devuser)
we are successfully able to connect data gateway from powerbi.com
we are also able to connect a data source without ay error while accessing report it gives an error. "There was a data source access error. please contact the gateway administrator."

I have search some article about connect to SSAS service.
The Analysis Services server must be joined to a domain to avoid any sign-in errors. Because each time the power bi service connect to the SSAS, it will sent a upn as the EffectiveUserName to on-premises gateway, and the Windows account must be present in an Analysis Services role. If a match can't be found in Active Directory, the sign-in isn't successful.
