Maybe your dataset has configured the RLS. Please verify that. Also, check the data source authentication, whether it is SSO or not.

Hi Anonymous ,
Is what nandukrishnavs said the cause of your issue?
If not, please share me more details to help you better.
- How do you share your report?
- Are the users with no access in the same tenant as you? No external users?
- Are there any differences among the users' permissions?
It is best to provide some screenshots. Please cover sensitive information.

- How do you share your report? report is published to specific workspace then shared from there to email
- Are the users with no access in the same tenant as you? No external users? yes but we are sharing with external as well
- Are there any differences among the users' permissions? no all have same permission as this was my go to originally so i set everyone up with the same permissions to see if that would work

Hi Anonymous ,
OK. Then please check if you have configured Kerberos-based SSO.
If you publish a DirectQuery-based report from Power BI Desktop and map it to a data source having the Use SSO via Kerberos for DirectQuery queries or the Use SSO via Kerberos for DirectQuery And Import queries checked, this report would use data that is accessible to the user that's mapped to the (Azure) Active Directory user that signs in to the Power BI service.
