We have a dataset with multiple owners. The dataset is conencted to a single cloud datasource (synapse sql serverless). When one owner takes over the dataset, they can refresh it, but all the others get a "There is no available gateway" error.
Why is this. We don't use a gateway, the cloud uses cloud source!

A Dataset can't have multiple owners in the service. When a User takes over the Dataset needs to be a memeber in the workspace and set up the Data source credentials over again ( No need to go through Gateway and Cloud connections)

Has this been patched recently? We have had people report that it worked a week ago. Person A could refresh person B's dataset in app.powerbi.com

So only one single person can refresh the dataset manually?
Only the owner, the person who takes control of the dataset.
