The publish button is disabled

Hello.

I created a .pbix file that consists only of shapes and URLs. The shapes are linked to reports published in the Power BI service.
However, when I try to publish this .pbix file, the publish button remains disabled.

To test, I added a small sample dataset, and the publish button was activated.
I was then able to successfully publish the file to the Power BI service.

Is data required to publish a .pbix file to the Power BI service?
Are there specific requirements for publishing a .pbix file to the service?

Thank you!

As you have figured out through your test as well.

In Power BI Desktop, the "Publish" button will remain disabled if there is no dataset associated with the file. Power BI requires at least one dataset to enable the publishing process because datasets are essential for creating reports and dashboards in the Power BI Service. Without a dataset, there is nothing for Power BI to upload and process in its cloud environment.
