As you have figured out through your test as well.In Power BI Desktop, the "Publish" button will remain disabled if there is no dataset associated with the file. Power BI requires at least one dataset to enable the publishing process because datasets are essential for creating reports and dashboards in the Power BI Service. Without a dataset, there is nothing for Power BI to upload and process in its cloud environment.
