The following groups have failed validation

If I try to share my power bi app with a user that is not currently in the tenant, i get the error message that says 

"The following groups have failed validation"

 

If i manually add them as a guest user first, it works.


At my old company, i did not need to add them as a guest user first. if i added a user that was not in the tenant, it would automatically add them to the tenant. 

  We already added my account to be allowed to invite guest users, and we enabled 

"Allow guest users to be able to edit and manage content in the organization"

 

Is there a setting that i am missing? Any help would be appreciated

      Yes, Unfortunately that is where i am getting the error. when i add them there. in my old company it would automatically add them to the tenant. now i get the error and it wont add them unless i do it as a planned add and add them to the tenant first

    an additional bump. i still havent found the answer to how to fix it
