take back up of workspace and user - Exporting list of workspace and there respective users with access level
In Step 2 there will be substeps
1. Export Report - you will need to run API https://learn.microsoft.com/en-us/rest/api/power-bi/reports/export-report-in-group2. Export Dataflow code - https://learn.microsoft.com/en-us/rest/api/power-bi/dataflows/get-dataflow
For Step 4
You might need to do it manually as API only support upload via pipeline
Also could you wanna share how many arftifects we are talking about
If the count is less, best way for Step 4 would be open 2 window side by side and deploy
