We have two differnet tenants(i.e. Tenant A and Tenant B). I published report on Tenant A and trying to grant access to Tenant B user as well, his email id belong to different domain. I added his email ID in Tenant A azure Active directoy and granted him access on Workspace that published on tenant A. But still he is not able to access Tenant A.
He is getting below message :

By default, external Azure AD B2B limits guests to consumption of content only. External Azure AD B2B guests can view apps, dashboards, reports, and export data. They can't access workspaces or publish their own content. To remove these restrictions, you can use the Allow external guest users to edit and manage content in the organization feature.
