To make things simple:
1. when enable Export to Excel only, users can only use the "export data“ in the more option(...) of the visuals on the report pages.
2. when enable Export to Data, users can also "Export data" on the report pages. In addition to that, users can "export to .csv" on the dashboard tiles, "Analyze in Excel" on the top right menu bar, including "Export data" on the report pages.

So... im still confused... should I apply these settings as Microsoft "appears" to want me to do on "Export to Excel" in the Power BI Admin portal or not?
I still dont really understand what this will impact. Can you clarify?
