Template App release management within organisation

I really like the template app release management workflow (testing, pre-produciton, production). However, all the documentation on it talks about releasing it outside the organisation.

If someone has the link for pre-production, do they also need to be added to the access list somewhere for them to access that version? 

Can we ignore all the parts about registering with app source if we just want to use this functionality within the organisation.
