Subscribe to reports after dataset refresh after a specific time

We have a single dataset that refreshes twice a day, one for international reports and one of US based reports. The users in US want to subscribe to reports after the dataset refresh but they get emails at midnight when the Intl dataset refresh completes. Is there a work around for this? Is there a way to trigger email subscription after dataset refresh , lets say after 7

You can decouple the US dataset from the international one by using the international dataset as a datasource for the US dataset, then add some meaningless import data source to it that you can refresh at your desired time. That way the US users would not get the international subscription, but would get their own one when their US dataset refreshes.
