Subscribe to Multiple Page Report Error with Premium Capacity and Pro License

I have been trying to send a report subscription that is often used, in a Premium Workspace, by a Pro License user. The report subscription sends a full pdf attachment of less than 50 pages and less than 25MB. The error encountered when attempting to send "Disable full report attachment or migrate to Premium Gen2 to run this subscription". I haven't encountered the previous error until last week, has anyone been getting the same error?
