Sub Menu in App Workspace Missing Items

In one of my app workspaces when I click the elipse I get this option:

For all other apps I get this option (with view instead of edit when I'm not the admin): 

 

Does anybody know why?  I don't know what is the difference between the apps or how to change it and there is so little documentation on how app workspaces work at all.

    Hi leahschneider ,

     

    Is it a PREVIEW IMPROVED WORKSPACES? If you create the app workspace by this way, then there are only two options for the workspace. Please refer to the document about the preview workspace.

     

     

    For the second picture, that should be the old workspace.
