Hi Experts,
All users are unable to access reports in the Power BI web version. They are getting stuck on the "Loading your report..."
When it open, it show error :
And semantic refresh time take time too long when it was runs for 1-2 minute, but today is 30 minutes and still running

Error message indicates its an internal error. If you have this report PBIX file then just check if you can refresh the report from your local desktop. If the refresh suceeds then it is unlilkely a problem with your report or datasource.
I would suggest you to wait for few hours and check again, I believe this is due to Power BI service degradation. If you want to see the status Microsoft Power BI/Fabric health status then check your Power BI tenant region and open this site: https://support.fabric.microsoft.com/en-US/support/
You will be able to find if there is any degradation or outage. If the issue persists after few hours and then reachout to Microsoft support team.

Maybe it's because of degradation as seen at https://support.fabric.microsoft.com/en-US/support/
But when I'm going to wait for a few hours, how many hours is the 'service level' of the power bi service for that? Because I need to inform it to my report users. Is there any documentation for that?

Microsoft generally informs the Tenant admins of large customers incase if there is any such type of degration occurs. I would suggest you to reach out to your tenant admin.
