From what I've read, it seems the USERCULTURE() function currently does not work in the PBI service. In my case, it returns en-US regardless of what I set my browser language to. I came across a post that said this function was in the pipeline for "Q1 of next year", but that was from 2019, so I'm curious whether anyone knows the status of this fix. Metadata translations do work in Premium workspaces, so there's clearly some way that PBI can detect the locale of the current user in the service.

You can view the current language version in service->setting and make changes.
Currently, the latest version of powerbi still fails to support this dax function. You can continue to vote in this link. If there are a lot of people, Microsoft will officially consider adding this feature in the next update.
