This looks like an SSL certificate issue not a Power BI issue. The browser has not got to the point where it is trying to embed the Power BI content as it has not been able to establish a secure connection to www.oregondatadecisions.org. People on this forum don't really have the expertise in troubleshooting SSL configurations.
