Hi Anonymous ,
Is there any practical security settings enabled on that workspace?
Did this datasource stored on local or you are getting data from power bi service connector and from specific workspace?Regards,

Datasource (as mentioned, Excel) is a local file.
Security-wise, members can publish content to the workspace.
Otherwise, the workspace is running on an A3 Premium instance.
What specifically do you mean by "practical security settings" ?

Hi Anonymous ,
Has records stored in excel directly or it linked with an external data sources? In addition, I'd like to suggest you use fiddler to trace the publish steps to see if any policy block these requests.
