Hi,
I did report on desktop using Slicer (New).
I did specific layout defining columns and rows to display (so the high and width is the same - which worked as I want on desktop), but once I publish online it shows differently as compared to desktop version.

It looks like in your layout setting you set your rows to more than 1. In desktop, it will display as you've shown.
In the service, it doesnt recognize the extra rows you've specified and instead tries to fill the space you left from desktop.
Set your rows to 1:

Does that mean, the different behavior between Power Bi Service and Desktop is intended?
I have the same issue, I reserve space for buttons, but depending on the selection made, some of the buttons can disappear and on Service the remaining buttons will not keep their layout. Instead they will use all the existing space.
I can't really imagine that is how it should behave because it causes the published report to look incredibly ugly and imbalanced because all of a sudden all slicer buttons have different sizes.Default State, no cross-filtering
