Literally, it's right. but please note that the size of the dataflow is the compressed size, once it is refreshing/querying, the uncompressed size should be twice as much the compressed size. that means it probably not works well in your workspace if the dataflow is 5GB.

It is typically a combination of both your size file limits and an app workspace limit
I would suggest making sure that your data is as efficient as possible. And then upload the data to dataflows.
Unless you use your own Azure Data Lake storage, then that should not count towards the total.
