Is there a way to setup the Single Sign On SSO from customer's website to Powerbi.com to view reports for the users. I am not looking to do any SSO for data upload, just for the users to sign in from their private website to the powerbi.com
Also, if this is possible, would it break any of the row level security that we have in place?
Is there a good Step wise instructions on how to do the SSO setup if it is possible?

Unfortunately, you can't do this. You can add custom SSO authorization on your own website but you can't add custom authorization steps when you view power bi contents.

i think what i am more trying to do is make it so our customers website will be able to connect to powerbi.com to view the power bi reports without having to login to the powerbi.com site.
like skip the authorization

Perhaps you can take a look at power bi rest api if it allow you to silent authorization:
