We're running a Power BI instance, so should be able to share with no license restrictions.
We can share externally to customers who have a microsoft tenant, but it seems if we share externally to customers who do not, they arent able to access any of our reports. Is this expected Power BI behaviour? Or are we missing something?

You're fine licensing wise with a Premium capacity, but the issue is that Power BI only integrates with Azure AAD B2B, not B2C. Read this:

Hi,
The is like a container that contains all the users, groups, Licences etc.
So probably those users who do not have the tenant, probably do not have a Power Bi pro licence and that's why they cannot access the reports.
But we're running premium so licenses shouldnt be a problem should it?
No but that applies only to your organizaion, not to other organizations.
