I fully understand the idea if you create and publish with Pro, the external client has to have Pro.
However, it also says, except if you are using a Premium Workspace.
I have created a test example, using another internal groups Premium Workspace, shared the data with my gmail account (outside the organization) but it still tells me that I need a Pro license. Again, my understanding was with Premium, this should not be an issue. We cannot expect all our clients to purchase Pro licenses, hence the Premium solution would be best, I think.
I will certainly put my hand up to say, this is all new to me, and human error is probably the issue. Or a lack of understanding about sharing externally.

there are three types of Premium Licensing. Here you have to be a bit more careful.
A Premium license can be divided into an A-SKU, EM-SKU and P-SKU.
Only a P-SKU license (>$4995 p. Month) allows you to serve Reports to "free users" in the Power BI service.
If you can't pay that much. I advise you to the following way.
