Hi,
I need some guidance here. My reports are shared in Premium per user workspace and reports are implemented with RLS as well.
I need to share reports to external users. How we can share the reports to them so that they can access the reports if they are having free license. Is there any way to achieve this?
Also, if external users are having free license do we have to add them in AAD for authentication.?

If you want to share your report to external users and they only have free license , you can through Publish to web to share report to them. Because Publish to web does not require a license , everyone can access the report with the shared link . So, if your report contains sensitive information , this function is not suitable . And the dashboard does not have this function, only the report has .
In addition to the above-mentioned situation, other sharing methods have requirements on the user's license.
If the creator created reports or dashboards with Pro or PPU license in shared capacity, then the users who want to access the content also need Pro or PPU license , unless the content is in Premium capacity .

When the users you share are external users, you need to invite them to be guest users before you can share content with them .For specific operations, you can refer to the following documents.
