Sharing reports with outside customers
Hi,
The company I work for is considering sharing our reports with our outside rep team. We are aware that they need to have their own liscense and that they can use their own email address. We are wondering if the outside team needs to be on Office 365 or not

An Office 365 account is not needed nor required in order to use Power BI Service.
1. If you have power bi premium license, outside teams can access to the shared reports by just registering with their working emails account as free users.
2. If you only have Power BI pro licenses, the outsider teams would also need Power BI Pro licences to access your shared content.
To use Power BI service, regardless of whether you’re a free or Pro user, your users need an Azure AD (AAD) account. This is commonly mis-defined to as an “O365 account,” Because the Office 365 admin portal can be used to create additional AAD accounts. Administrators within a tenant can create at no cost. Once an AAD account is created, licenses can be attached to that account. All accounts can be provided the Power BI Free license for free. If you provide that account with a Power BI Pro license, then that user will get access to Pro features. So An Office 365 license is not needed nor required in order to use Power BI Pro.

Well, if they have a Pro license, then technically they have an Office 365 account even if it is a shadow tenant. Technically. But these kinds of questions always vex me.
