But when the external user log on power bi a click on the report, he gets this msg: "To access this content, upgrade to a per-user Premium license." I do not uderstand why he needs to upgrade ...

Hi @Pauline22 ,

PPU license is based on user rather than capacity. You cannot share content with free license users in PPU workspace like in Premium capacity.

Users must have a Premium Per User (PPU) license to access content in a Premium Per User (PPU) workspace or app.

You can grant access to users to the report/workspace who don’t have a PPU license, but they will receive a message stating they cannot access the content. They'll then be prompted to get trial license, if they are eligible. If they aren’t eligible, they must be assigned a license by their Admin to gain access to the resource.

The following table describes who can see which kinds of content with PPU.

Hi @Pauline22

In order to share the report you have to do it via an App, or the user can only have a Viewer Role in the App Workspace.

If you share the report via the Share option they would need a pro license.

Hello @GilbertQ ,

Thanks for your answer.

I created my app and a new workspace appears, but even when I share this report via this workspace (premium or not) the external user needs to have a pro or a premium licence..

Do I need to publish my app ? If I publish it anyone will be abble to see my app ?
