Is there any limitations to share a report with a large number of external users ? (2000+ in my case)
What would be the most efficient method to share, set RLS for all users and deal with the maintenance in that case ?

Is your report in Premium capacity workspace? else all these 2000 users will need a pro license which may not be optimal!
You may need to push your reports to an app and share with B2B groups created in AAD.

PS: In case you wish to send PDFs simply there is this new Power Automate approach worth considering :

Thank you for your response! Yes, I do have a premium capacity workspace. Can you confirm I can apply RLS/OLS to external users if I push my reports to an app ?

Yes your RLS would apply to the guest users too added in your AD. In case your data source is SSAS you may need to use Map User is Gateway settings to map them to an internal ID for access.
