Sharing report outside org without adding to Azure AD

We are working on a use case where we are generating Power BI reports and want to share it outside of organization. We came to know that we need add external identities in Azure AD to invite them as guests and give access to them. 
In compliance with our organization policies, we can't add them in our Azure AD. Ruling out that case, what are the other possible ways we can share the reports outside of our organization.

    Might as well try to publish report to web, then anyone could access it. But it should be noted that:

    Hi,

    If the reports are for use case, you may ask you admin to provision a new tenant which comes under free trail for more than a month. 

    - Create use with login credentail for the new tenant.

    - Publish the report on the new tenant

    - Share the credentail for each user for whom you can to give acces of report.
