Sharing outside organization broken?

Can you go into your tenant settings and make sure that you can share with external users?
Also make sure that the gmail account is setup as a guest account in your Azure Active Directory?
I do have share with external users enabled however, Neither myself or the external contractor are setup as guests in our Active Directory. In the tutorial videos i've watched, there was no mention of needing to do this. Also, when I do set my gmail account up as an AD Guest, I have to enter my email address with the #EXT#@compdomain.onmicrosoft.com. I thought BI would allow you to share reports with any user, not ones who are guests in your own domain? If that's not correct, why do so many tutorials demonstrate this ability?

This explains how to do it: Quickstart: Add guest users in the Azure portal - Azure AD | Microsoft DocsOnce the user has clicked on the link and is a guest user you can then share the reports/dashboards with them.

I followed the instructions but, something isn't right. I've given up trying to give the consultant access under his own gmail email account because as stated above, it requires him to use the fname.lname_gmail#EXT#@compdomain.onmicrosoft.com which is just silly! He should be allowed to login with his actual email address. I'm just going to move on because now I have another issue I need to tackle related to multiple databases. It's not looking like Powerbi will be a right choice for our reporting needs right now. Thanks for your help.
