I understand that Microsoft have changed the license structure of Power BI - I find it OK that you need a PRO license to be able to share internally and externally. It must be possible for Microsoft to understand that sharing a dashboard internally is to show some information to other coworkers in the company and this is just for viewing.
By adding a PRO license to the dashboard creator for sharing will be a good solution and you could just raise the license fee for a PRO license and then allow free users can view the dashboards.
I see a big difference in using the product and all the features and then only viewing the dashboard/report that is created.
We have internally built up a 10 KPI dashboards which is updated from one user and before 1st of July everybody could follow the KPI's in the company but now all users need to have a PRO license to be able to do that. Then we end up buying a license for all users to a lot of features that is not being used.
Thanks for your understanding and hope the sharing of dashboard will be for free users in the future.
