Sharing dashboard to external users - do external users need PowerBI pro license?

If you wish to purchase and assign a license, you will need to meet the following two requirements（refer :https://docs.microsoft.com/en-us/power-bi/admin/service-admin-purchasing-power-bi-pro )：
Prerequisites
1.To purchase and assign licenses in the Microsoft 365 admin center, you must be a member of the global administrator or Billing administrator role in Microsoft 365.
2.To assign licenses in the Azure portal, you must be an owner of the Azure subscription that Power BI uses for Azure Active Directory lookups.
And you could learn more about Power BI premium:
User with Power BI Pro license could share report with people outside my organization, but people outside my organization also need Power Bi pro license.
If people outside my organization with free license and still want to see the report, only when workspace is in Premium capacity able to achieve.
