Sharing consumer reports with app.powerbigovus users

Hello Everyone!
 
Can somebody help me with this?
 
When I "Share" a report to my client in their "app.powerbigov.us" space to their government email address (outside my organizational email workspace)  and they click on the shared report link it tells them this below "Upgrade to Power BI Pro" (even though they are signed in to their Power BI Pro licence in app.powerbigov.us).
 
Is it because the this client purchased their PowerBI Pro Licenses in the Government Cloud and when they navigate from  "app.powerbigov.us" PowerBI Pro Licenses?
 
Any help would be greatly appreciated!

    The Power BI service that's designed for US government customers differs from the commercial version of the Power BI service, as well as the URL, meaning they are not able to access the content on both platforms.
