Sharing Semantic Model

I would like to share one of the semantic models in a workspace to particular viewers of that workspace.  I've tried using the 'Share' feature but it does not appear for my other user unless I give them build access on the entire workspace.

I do not want the other users to be able to edit that model or any reports in the workspace.  The goal is to keep the "canned" reports as they are but allow some users to create their own custom reports in their My Workspace.

We are using PPU licenses.  Users that data model is shared with could be internal or external users.

Users are external users in my tenant and have a PPU license assigned by me.  They currently have viewer access so they only can use the reports.

I did get them to show up in the user's data hub by changing this in the admin portal :

Guest users can work with shared semantic models in their own tenants

Enabled for the entire organization

I really wanted to keep them in my tenant to do their custom reports but I can live with that.

They now see all semantic models - not just the one I shared.  I do not have External Sharing turned on in the model settings.  The others show a message to request access when the user clicks on them.  I would prefer that the others don't show up at all.  I have not tested that piece in another tenant.  That could be just in mine.  I'll test that out today.  Is there possibly a setting I'm missing that is allowing this?

Hi  @jhcannon

In addition to what @aj1973  mentioned, if you also want to share it with external users, then you have to invite the external user to be the guest user before you can share your semantic model.

Distribute Power BI content to external guest users using Microsoft Entra B2B - Power BI | Microsoft...

Hi @jhcannon

From the workspace, Manage permissions to the semantic model. give access to the user with an Edit role.

By the way if the use will also need a PPU license to be able to use your semantic model.
