I am trying to share a report externally to a member of a different organization, but they are receiving an error message indicating that they have to upgrade to a PowerBI Pro account. I have confirmed with them that they have a PowerBI Pro license. Does anyone know why this is happening and how to fix it?

It is by design, When you share content to a user outside this organization for the first time, even if he is already a pro user, he will receive such a prompt, just click use pro trial. You will not see Time limit for Pro Trial in the top right corner:
And they see the shared dashboard or report in its own browser window, not in the usual Power BI portal. To access this dashboard or report later, they must bookmark the link.

@v-deddai1-msft - Honestly. That's "by design"? Come on man. You've got one job...recognize a Pro license when you see one. 🙂
@mwaxman - I saw a couple reports of this recently. Could be a glitch. You could check the Issues forum here:
https://community.powerbi.com/t5/Issues/idb-p/Issues
And if it is not there, then you could post it.
If you have Pro account you could try to open a support ticket. If you have a Pro account it is free. Go to https://support.powerbi.com. Scroll down and click "CREATE SUPPORT TICKET".
