Sharing PowerBi Reports with non-Pro users
If I have a PPU license, is it possible to share reports with non-licensed users from my workspace? If not, is there any other way to share them so they can interact with the reports?
Anonymous No. You can possibly use Publish to Web in certain circumstances depending on the features used in the report. This is not secure in any way.

Greg_Deckler thank you, that's what I thought. I have a Pro user who is insisting they can share with non licensed users if they have a PPU license.
Anonymous That's not a thing. In fact, if you publish to a PPU workspace everyone needs PPU to view it. The only way you can share with unlicensed or "free" users is by having a Premium capacity. That is different than PPU.
