Sharing Power BI app with a free user

According to what you mentioned above:

I guess you probably have seen this article,Distribute Power BI content to external guest users with Azure AD B2B
If you want guest users to be able to access your shared content properly.The guest user must have the proper licensing in place to view the content that you shared.
You want to share these reports on a simple issue without having to buy all their licenses.
In this case, assigning workspace to Power BI Premium capacity is the best choice, it allows guest users to use the application without the need for a Power BI Pro license.Super user also mentions Power BI Embedded,It is different from Power BI Premium in terms of payment method but they are both billed by capacity as well.
But I noticed that your requirement is to share with Free users.Only the P SKU allows free Power BI users to consume Power BI apps and shared content, in Power BI service.
So if you want to achieve your needs, you need to purchase Power BI Premium and be a P SKU.
Or Using the "Embed for Your Customers " solution allows you to build an application that uses non-interactive authentication for Power BI.

Now I have to figure out the payment plan for SKUs. Find it a bit complicated.
