Hi,
I am a new Power BI user. I found out that I can only create dashboards on top of reports inside Power BI service and not in desktop. Lets say we have a requirement of having two workspaces - DEV and TEST. My source Database is Snowflake.
Question 1 - If I create a dashboard in DEV. How can I share the same dashboard to TEST without using Power BI's deployment pipeline?
Question 2 - As I found out a dashboard is limited to a single workspace at a time. Does that mean a dashboard in lets say DEV1 workspace cannot be built with reports in two different workspaces (lets say DEV1 and DEV2)? Or in other words - Can a dashboard be created with multiple reports from multiple workspaces?

Question 1 : There is no straightforward way to share the report from one workspace to another (DEV/PROD) while using Power BI dashboards. You can "save a copy" but that will create a copy of the report within the same workspace. But point to note is that the 2 dashboards would be referencing to the same underlying reports
Question 2 : No, currently there is no ability to create a dashboard from multiple workspaces - using a similar approach mentioned above you can create copies of reports from one workspace to another and using the same to create dashboards.

Agree - if this can't be migrated across workspaces - then it isn't very helpful.
